Organization & Background:
A humanitarian, independent, non-profit, non-governmental organization that works across Yemen. The organization provides direct assistance for conflict-affected populations, IDPs, host communities and vulnerable groups in conflict areas. The organization, in partnership with international agencies, takes action during crisis situations in order to alleviate the sufferings of the most vulnerable groups. The organization promotes durable solutions for conflict-affected populations and helps to restore services, education, economics, wellbeing and health.
Job Purpose:
The FSL Civil Engineer will manage, supervise and implement cash-for-work (CFW) activities. With a focus on disaster risk reduction and natural resource management, he/she will provide support and engineering expertise for the successful and timely completion of rehabilitation and construction works in selected project sites. He/she will ensure implementation and successful completion of CFW-related construction/rehabilitation projects. They will oversee the implementation of small-scale infrastructure projects in the targeted communities. These projects will be selected through a participatory prioritization process with community members and constructed by unskilled community members using the CFW modality. He/she will manage and ensure timely implementation, monitor work progress, and complete the handover process. They will represent the organization during community meetings and ensure high-quality projects are delivered. He/she will also identify gaps for training and skills transfer to enhance the future employability of CFW participants.

Key Responsibilities:
- Design of selected community asset programs and produce the work designs and scope of work.
- Assess CFW sites, prepare Bills of Quantities and designs, and follow procurement and CFW tools distribution.
- Maintain regular contact with communities to link them to the organization and ensure transparency and information sharing.
- Provide technical training to CFW community committees, CFW participants, site supervisors, and related staff on the objectives, code of conduct, occupational safety, and on using and maintaining project facilities.
- Consider the structures of the local community and ensure all project activities have addressed the needs of all community groups such as men, women, vulnerable groups, and the environment.
- Monitor and evaluate the impact of project activities (pre, post and ongoing).
- Supervise the selection of skilled labor according to the community assets' needs and divide the CFW participants into groups and assign the work accordingly.
- Supervise technical works, advise the community, report on achievements, discuss challenges, and help the community solve them.
- Submit all the payment documents on time.
- Supervise the cash distribution in accordance with the standard guidelines.
- Contribute to developing the CFW SOP, skilled labor contracts and work norms, project documents and templates.
- Monitor community assets and produce progress reports.
- Organize meetings to sensitize communities about the purpose and modalities of the project.
- Allocate beneficiaries to CFW work sites and arrange for their awareness.
- Assist with post-distribution monitoring to ensure correct targeting of beneficiaries.
- Write and submit weekly activity reports.
- Report monthly and quarterly on project implementation progress.
- Ensure efficient utilization of resources assigned.
- Seek and obtain appropriate government sign-off on works at critical stages.
- Lead in conflict resolution of disputes between communities and members related to project activities.
- Work closely with the community to develop appropriate interventions and project technical studies based on needs and community priorities.
- Perform any other tasks assigned by the line manager.

- Report any concerns about the well-being of a child or vulnerable person and report any concerns about the behaviour of the organization’s representative in relation to safeguarding.
Qualifications, Experience, and Skills:
- University Degree in Civil or Structural Engineering, Architecture, or a relevant discipline, or equivalent field experience.
- At least 3 years of experience in planning and implementation of small-scale construction works, rehabilitation, or related works.
- Experience in supervision of contractors and contract administration.
- Effective use of computers – Word, Excel, and design & drawing software (e.g., AutoCAD 2D).
- Ability to organize time, manage multiple tasks, and analyze information from many sources.
- Good knowledge of safety standards and legislation related to construction and rehabilitation in Yemen.
- Strong team player, willing to learn from others, listen, and provide sound technical advice.
- Strong organizational and planning skills with good communication skills.
- Very good English language skills (speaking, writing, reading, and typing).
