Organization & Background:


A humanitarian, independent, non-profit, non-governmental organization that works across Yemen. The organization provides direct assistance for conflict-affected populations, IDPs, host communities and vulnerable groups in the conflict areas. The organization, in partnership with international agencies, takes action during crisis situations, and goes the extra mile to engage in other contexts where its competencies will add value. The organization promotes durable solutions for conflict-affected populations and helps to restore services, education, economic, wellbeing and health.
 
1. Background
In Yemen’s complex humanitarian and development landscape, effective risk sharing between local organizations, international actors, and donors is vital to achieving sustainable impact. Despite growing attention to localization and partnership equity, significant barriers continue to hinder fair and effective risk distribution.
This assignment aims to assess current practices of risk sharing in Yemen, identify key challenges and enablers, and facilitate the development of joint solutions and an action plan to strengthen collaboration between stakeholders.

 
2. Purpose of the Assignment
The Technical Advisor will lead the process of assessing risk sharing and its practices in Yemen. This includes reviewing existing documentation, developing data collection tools, analyzing findings, and supporting the facilitation of participatory workshops.
The ultimate goal is to produce a comprehensive report and joint action plan that reflect a shared understanding of risks, their likelihood and severity, responsible actors, and agreed mitigation measures.

 
3. Objectives
The Technical Advisor will:
  1. Assess the current landscape of risk sharing and management practices among humanitarian and development actors in Yemen.
  2. Identify the main barriers and enabling factors affecting equitable risk sharing between local NGOs, INGOs, donors, and government entities.
  3. Develop and validate practical tools for data collection (surveys, interview guides, focus group templates).
  4. Analyze the collected data and classify risks according to severity and likelihood.
  5. Facilitate participatory workshops to:
    • Review and prioritize identified risks,
    • Co-develop mitigation solutions,
    • Jointly design an actionable Risk Sharing Plan.
  6. Develop and present a final analytical report summarizing findings, key insights, and the jointly developed plan.
  7. Develop all materials and presentations used during the workshops.

5. Required Qualifications and Experience
  • Advanced degree in risk management, humanitarian studies, Business administration ,  international development, or related discipline.
  • Minimum of 5 years of professional experience in research, assessment, or capacity development within the humanitarian or development sectors.
  • Strong technical understanding of risk management and localization frameworks.
  • Proven experience facilitating participatory processes and multi-stakeholder consultations.
  • Excellent analytical, writing, and communication skills in English (Arabic proficiency is an asset).
  • Experience developing workshop materials and data collection tools.
 
6. Reporting and Coordination
The Technical Advisor will report directly to the Project Manager or designated focal point.
 
7. Ethical Considerations
All activities will comply with ethical standards of research and participation, ensuring confidentiality, informed consent, and inclusion. The Technical Advisor will ensure sensitivity to gender, cultural, and contextual considerations throughout the process.
