Job Purpose:
The purpose of the Field Shelter Engineer is to oversee and manage the engineering intricacies involved in the project, specifically focusing on the preparation of Bills of Quantities (BoQs) and ensuring the impeccable quality of project implementation. Tasked under the supervision of the Project Manager, the Field Shelter Engineer plays a central role in meticulously planning and executing house rehabilitation, renewable energy supply, and school rehabilitation projects. This position requires a keen understanding of engineering principles to guarantee the precision of BoQs and to uphold high-quality standards throughout the implementation process.
 
Key Responsibilities:
  • Collaborate with the Project Coordinator to conduct door-to-door visits to beneficiary household sites, accurately filling project-related technical forms and questionnaires.
  • Contribute to the procurement of shelter materials by preparing specifications, Bills of Quantities (BOQs), technical guidelines, etc., in coordination with the logistics department and under the supervision of the Shelter/NFI manager.
  • Ensure effective beneficiary communication by delivering IEC materials before, during, and after distributions. Conduct demonstration and awareness sessions on the project activities.
  • Supervise and monitor beneficiary work, daily/incentive labor, and repairs undertaken by beneficiaries through the cash-for-shelter rehabilitation modality.
  • Ensure that beneficiaries follow the BOQ and agreed-upon contracts, providing quality work in a timely manner regarding rehabilitation efforts.
  • Provide assessments and BOQs for rehabilitation work when requested.
  • Monitor and evaluate project activities in a timely and efficient manner.
  • Respond to beneficiary information requests and complaints related to technical aspects of implementation.
  • Manage beneficiaries, ensuring comprehensive briefings on the objectives, expected outputs, and overall implementation strategy of any given activity.
  • Oversee the delivery of agreed outputs and ensure the quality of shelter activities being implemented.
  • Conduct frequent field visits to check progress, maintain rapport with beneficiaries, owners, and local authorities.
  • Ensure the quality and proper storage of documentation related to project activities, including the responsibility for photo-taking to document house rehabilitation phases.
  • Prepare weekly report, outlining progress, challenges, and upcoming activities in alignment with the Shelter and Education project schedule.
  • Generate monthly reports summarizing overall project progress, achievements, challenges faced, and expectations for the next phase.
  • Provide technical assistance and support to project and partner staff as required.
  • Submit necessary field reports to the Shelter Project Manager (weekly and monthly reports, distribution reports, meeting minutes, etc.).
  • Perform any other tasks assigned by the Project Manager to support and improve the project/mission.
 
Education, Experience & Competencies:
  • Bachelor’s degree in civil engineering, Construction, or a related degree.  
  • Work experience in the Construction company as a Site Engineer, Civil Engineer, or a similar role.  
  • A valid driver's license will be mandatory.  
  • Proficiency in Computer-aided drafting (CAD) software.  
  • Ability to work independently as well as in a team.  
  • Ability to manage tasks as per priorities.  
  • Amazing project management skills.  
  • Good verbal and written communication skills.  
  • Ability to maintain a positive work environment.  
  • Ability to deal with different personalities and remain calm.  
  • A hardworking and detailed-orientated individual.  
  • Ability to work in harsh conditions.
