YFCA is a leading, Humanitarian, non-Governmental, non-Profit, non-denominational and impartial Organization established in 1976 to improve woman and child health. Dramatic changes in YFCA mandate were introduced gradually to accommodate the emerging needs of women, children, youth and vulnerable groups. From that Health perspective, YFCA programs incorporate wider thematic interventions including WASH, Shelter, and Nutrition, Food Security, Agriculture and Livelihood, Education, Early Recovery and Protection. To pursue its unchanging humanitarian mission, YFCA will thoughtfully continue its expansion process to respond to the ever-changing needs of affected communities and vulnerable groups.
Role Purpose:
Accountability and Safeguarding Specialist will have overall responsibility for planning, developing managing, and executing all activities that ensure the effectiveness of accountability and safeguarding via the project. Accountability and Safeguarding Specialist is responsible for establishing and managing an accountability and safeguarding system that will enable the project and its partners to ensure that all planned interventions and related activities promote ethical practices, accountability to stakeholders, and the protection of beneficiaries and staff.

- To establish, manage and strengthen Accountability to Affected People (AAP).
- Ensure that project activities are designed to promote feedback and response mechanisms and include systems to effectively manage complaints.
- Ensure to determine the appropriate CFM channels that are suitable to the communities YFCA is targeting, based on consulting affected people, observation, and any other methods that will help in improving choosing the right CFM channels.
- Ensure sex, age, disability disaggregated data, accountability and gender standards are consistently adhered in projects life cycle.
- Support the development and implementation of YFCA complaint and feedback mechanism, including review of the existing tools and produce monthly and quarterly reports
- Ensure that affected people have the opportunity to register complaints, provide feedback and get a response.
- Ensure confidentiality, sensitivity, and protection of whistle-blowers and complainants.
- Guarantee that feedback is actively sought from communities, and there is evidence to back this up.
- Represent YFCA as a lead for Accountability TWG in the consortium.
- Train all concerned persons on accountability.
- Contribute to proactive dissemination and use of knowledge gained through M&E activities.
- Provide knowledge and learning technical support to all YFCA staff when required.
- Coordinate with consortium partners to ensure the harmonization of CFM mechanisms during the project.
- Develop and implement safeguarding policies and procedures in line with relevant guidance and best practice.
- Develop and deliver training on safeguarding to staff and volunteers, ensuring that they understand their responsibilities and are equipped to identify and respond to safeguarding concerns.
- Represent YFCA in the Safeguarding TWG in the consortium.
- Coordinate effectively with consortium partners to ensure safe activities are implementing.
- Work with relevant units to ensure that vulnerable adults and children are identified and protected.
- Respond to and manage any concerns or allegations of abuse, ensuring that they are dealt with appropriately and in line with relevant policies and procedures.
- Maintain accurate records of all safeguarding concerns and incidents, and ensure that they are reported to relevant agencies as required.
- Provide advice and support to staff and volunteers on safeguarding matters, and ensure that they are aware of the appropriate reporting procedures.
- Monitor and evaluate the effectiveness of safeguarding policies and procedures, and make recommendations for improvements as required.
- If needed, consult and negotiate with external agencies to reach the best outcome for children and young people
- Bachelor in a relevant field (e.g., International Development, Social Sciences, Law, Human Rights) or relevant field is required
- Proven experience in designing and implementing accountability and safeguarding frameworks in the context of NGOs or similar organizations.
- In-depth knowledge of international standards and best practices related to accountability and safeguarding
- Familiarity with legal frameworks and regulations related to safeguarding, data protection, and whistleblowing.
- Strong understanding of gender and power dynamics, and their relevance to accountability and safeguarding.
- Excellent communication, facilitation, and training skills.
- Strong analytical and problem-solving skills, with attention to detail.
- Fluency in written and spoken English.
- Organizational and time management skills.
- Dynamic and creative.
- Ability to manage stress, multi-task, and take decisions.
- The ability to work independently using own initiative to solve problems (focusing on solutions).
