Reports to: MEAL Officer FSL MEAL Specialist.

YFCA is a leading, Humanitarian, non-governmental, non-profit, non-denominational, and impartial Organization established in 1976 to improve women's and children's health.  Dramatic changes in the YFCA mandate were introduced gradually to accommodate the emerging needs of women, children, youth, and vulnerable groups.  From that Health perspective, YFCA programs incorporate wider thematic interventions including WASH, Shelter, and Nutrition, Food Security, Agriculture and Livelihood, Education, Early Recovery, and Protection. To pursue its unchanging humanitarian mission, YFCA will thoughtfully continue its expansion process to respond to the ever-changing needs of affected communities and vulnerable groups.

Job Purpose:
Under the direct supervision of the MEAL Officer/FSL MEAL Specialist, the M&E Assistant is responsible for the provision of effective support on the day-to-day implementation of the project's MEAL plan, activities, and deliverables, and contributes to achieving and improving the quality of the project. He/she is responsible for monitoring and supervising FSL Project activities in the targeted districts providing regular reports to the MEAL Officer/FSL MEAL Specialist. ‎ The M&E Assistant will also support the development of M&E systems, ensuring quality and accountability standards are integrated into the regular MEAL activities. He/she will maintain all data, conduct relevant need assessments, ensure full compliance with rules and regulations for project implementation, and develop frequent reports on all project activities.

Key Responsibilities:
 Monitoring, Evaluation, and Data Management:
  • Identify strengths and weaknesses in existing data collection and assist in proposing strategies to increase data use. ‎
  • Working closely with the MEAL Officer to establish a mechanism for data collection tools (quantitative and qualitative) and reporting to ensure all monitoring requirements are met, including field monitoring.
  • Adequately communicate and share information about the organization's programs.
  • Assist in clarifying project information needs.‎
  • Conduct regular field visits to closely assess the performance in the field, and the quality of the provided services, and collect any comments, and feedback from the beneficiaries.
  • Conducting data quality assessments on key activities and developing analytical reports.
  • Monitor, evaluate, and suggest changes and improvements in the project and materials based on observations and discussions with the YFCA management team and stakeholders.
  • Attend and assist the MEAL officer in conducting the review meeting with the project team, program managers, and MEAL focal points to demonstrate the project figures, share any encountered challenges, and extrapolate corresponding solutions.
  • Raise all findings that are spotted while conducting field visits to the supervisor without any delay.
  • Organize, design, plan, and carry out the collection, verification, evaluation, analysis, compilation, and dissemination of program data.
  • Conduct systematic data quality checks, spot checks, company fieldwork team, and cleaning procedures before submitting data for analysis.‎
  • Monitor data quality and keep track of the progress of project activities.
  • Perform regular field visits to ensure the quality of data collected and verify the accuracy of reported data.
  • Review databases and data tracking tools of diverse projects to maintain data quality for collating reliable and consistent data that meet minimum reporting requirements of donors.
  • Prepare and generate lessons learned from the project.
  • Ensure high-quality MEAL reports are submitted on time. ‎
  • Participate in the verification of beneficiaries of FSL assistance.
  • Perform other relevant tasks as requested by the MEAL Officer.
Assessments, Surveys, and Studies:
  • Regularly conduct post-distribution, post-harvest, and post-training monitoring surveys.
  • Conduct baseline and end-line data collection and compilations.‎
  • Conduct market and labor market assessments.
  • Participate in the final evaluation and carry out the data collection activities.
Learning and Accountability:
  • Compile and analyze collected data in order to identify lessons learned and any gaps or problems, share results in project reflection meetings, and report any concerns to the appropriate program.
  • Report any challenges, issues, or risks that occur immediately to the Learning and Accountability Specialist and record them in the issue log. The issue log must be sent to the MEAL officer regularly. 
  • Keeps up to date with developments in the sector, including best practice examples in the field, and ensures ongoing personal development and learning.
  • Identification and formulation of lessons learned from evaluations and studies to be integrated into the final report.
  • Participate in annual project reviews and planning workshops and prepare relevant reports;
  • In coordination with the Information Management Officer, MEAL Manager, and MEAL Officer, implement the Accountability Mechanism, including preparations of tools for feedback and complaint collecting and recording
  • Undertake any other duties which may be assigned.
  • Act as Complaints Response Mechanism Area Focal Point, including reception, registration, and sharing of complaints with MEAL officer monthly.
Reporting & Analysis:
  • Validate, code, and analyze quantitative and qualitative data collected.
  • Assist the MEAL specialist/MEAL Officer to conceptualize, write, and consolidate progress reports, as well as briefing documents and other publications relating to the organization’s implementation.
  • Support the MEAL officer in the quarterly, interim, and final narrative reporting, ensuring that the reporting meets donor expectations and requirements.
  • Produce monitoring reports in the given format and reflect all the received figures or conducted activities on the prepared formats. 
  • Monthly analytical reports (Beneficiary verification and feedback for Accountability to Affected Populations, direct observation, and on-site verification on the implementation of programs, Service delivery verification, During Distribution Monitoring).
Other Duties:
  • Conduct and debrief sessions with the complaints assistants and develop an agreed action plan.
  • Represent YFCA at program-related coordination meetings and similar activities.
Qualifications, Experience and Skills:
  • Bachelor’s degree in development, information management, or other social sciences.
  • At least 2 years’ field monitoring/field-level project implementation experience working with local or international NGOs, preferably FSL projects at a similar level, is required.
  • Good report writing skills in English and information dissemination are required.
  • Strong interpersonal skills with the ability to lead a team, and communicate with integrity to different stakeholders.
  • Good contextual knowledge of the local community and social/cultural constraints, realities, and organizational relationships. Willingness and ability to perform fieldwork
  • Strictly follow organizational policies and procedures, respect organizational principles at all times, and keep organizational confidentiality.
  • Good problem-solving skills.
  • Demonstrate capacities to establish and maintain strong, collaborative working relationships with government officials, local organizations, communities, and other stakeholders.
  • Demonstrated skills in planning, organizing, analyzing, and reporting.
  • Ability to interact effectively with international and national personnel, as well as with project partners and community members.
  • Computer skills – Word and Excel desired.
  • Language skills – Arabic, and English desired.
