Organization & Background:

A humanitarian, independent, non-profit, non-governmental organization that works across Yemen. The organization provides direct assistance for conflict-affected populations, IDPs, host communities and vulnerable groups in the conflict areas. The organization, in partnership with international agencies, takes action during crisis situations, and goes the extra mile to engage in other contexts where its competencies will add value. The organization promotes durable solutions for conflict-affected populations and helps to restore services, education, economic, wellbeing and health.
 
Role Purpose:
 
FSL Project Manager will be responsible for overall emergency food security response project. He/she will be responsible for providing technical leadership, budget management, and the day-to-day management of the projects, including recruitment and reporting. He/she will also be responsible for liaison and coordination with the appropriate government authorities, donor and other agencies of interest.
 
Key Responsibilities:
  • Manage the assigned project to meet the project objectives within budget and within the allocated time frame.
  • Provide strong leadership of the assigned food project, working to ensure both short and long-term positive impacts and outcomes for the beneficiaries, local authorities and project staff.
  • Develop and implement an effective food security strategy with project staff and field officers.
  • Set clear objectives and indicators for project activities in collaboration with the project staff, field officers and with the local communities.
  • Continuously monitor and supervise project activities, overseeing the technical design and execution and evaluating progress through outputs and impacts using both quantitative and qualitative data.
  • Ensure reporting of activities according to the organization and donor timeframes and formats.
  • Undertake regular field/onsite visits to ensure technical support to project staff and proper monitoring of the activities implementation in area of operation.
  • Comply with the organization policies and procedures with respect to code of conduct, child protection, equal opportunities, security and safety, safeguarding and other relevant policies and procedures. Make sure all project staff comply to the same.
  • Represent the organization in regular internal and external technical meetings with concerned project stakeholders.
  • Work on extrapolating lessons learned on regular basis as requested by the Learning unit to be considered for any subsequent programming.
  • Ensure that the progressing interventions are aligned and updated to the FSAC cluster guidelines. Any other duties as directed by the senior management of the organization.
  • Coordinate internal resources and third parties/vendors for the flawless execution of projects.
  • Assist in the definition of project scope and objectives, involving all relevant stakeholders and ensuring technical feasibility.
  • Ensure resource availability and allocation.
  • Manage changes to the project scope, project schedule and project costs using appropriate verification techniques.
  • Measure project performance using appropriate tools and techniques.
  • Report and escalate to management as needed.
  • Manage the relationship with the beneficiaries and all stakeholders.
  • Perform risk management to minimize project risks.
  • Delegate project tasks based on junior staff members individual strengths, skill sets and experience levels.
  • Track project performance, specifically to analyse the successful completion of short and long-term goals.
  • Other duties as assigned by supervisor.
  • Technical Support and Management:
  • Participate in the technical design of the proposed project activities in relation to the UCT, CFW, Livelihood and IGA implementation, through field information gathering, community consultation, and discussions with the team.
  • Guide the project staff to perform project oversight, monitoring, reporting, field missions, spot checks, evaluations.
  • Ensure beneficiaries selection process and criteria are applied prior to distributions.
  • Prepare the work plan for the cash distributions.
  • Ensure the protection and gender mainstreaming in parallel with the project.
  • Responsible for ensuring the preparation of the causal labors payments on time.
  • Working closely with other support organization team to ensure the accurate and the suitable implementation of the project within the organization policy.
  • Organize the distribution of cash according to the work plan after consultation with the project team.
  • Implement, adapt, monitor, and evaluate the distribution activities.
  • Supervising and assisting in the field team training and ensure the training of the staff.
  • Regular review of staff performance and timely feedback to address staff performance.
  • Raise any need from the field to the program manager to ensure the quality of the work.
  • If needed, participate in other livelihoods interventions including need assessments, community consultations, and technical design of the intervention.
  • Explain the projects activities and objectives to the partners, authorities and the population.
  • Focal point and representation of the organization in the FSAC meeting in Sanaa and Aden Hubs.
  • Work in close collaboration with other members of the organization team to ensure an integrated approach to meet the needs of the population with integration of malnutrition prevention in the programs.
  • In the event of visits from donors, participate actively in the preparation and the smooth organization of the visit.
  • Coordination with the governorates, district offices, local representatives, community committees and build links and networks with representatives of stakeholders and to enhance cooperative efforts.
  • Establish and maintain good relations with local authorities and stakeholders and seek their support when needed.
  • Responsible for submitting weekly report and other internally information or reports when need to the base managers and Head of Program.
  • Ensure project implementation is according to the required standards/specifications and corresponding timetable of the project.
  • Supervise, plan, organize, and monitor all project and distribution activities carried out by the field coordinator.
  • Develop FSL project under the supervision of FSL Program Manager and consortium steering committee and partners.
  • Represent the organization in several meetings and events related to the FSL sector such as the FSAC cluster, TWGs, prepare and present minutes from these meetings to the FSL Program Manager.
  • Make sure the agricultural activities of the project align with the targeted BNFs feedback and technical advice of the projects agricultural expert/s to ensure of achieving the projects targeted objectives, outputs, outcomes, and impact.
  • To ensure that the IGAs are tailored according to the BNFs actual needs assessment and livelihoods assessment to implement the projects activities effectively and efficiently.
  • Work on sustainability of the projects activities by linking the targeted BNFs with projects trainers/experts as an existing strategy.
  • Manage project budget lines and ensure proper and effective use of program resources.
  • Manage project team ensuring that staff have work-plans in place and following up with team members regularly to ensure that activities are on track.
 Administrative Duties:
 
  • Provide regular supervision of supported facilities including data collection/records of beneficiaries and program activities, as well as timely implementation and reaching targets according to program objectives.
  • Be directly responsible for the technical development, guidance, management, and implementation of the GFA Project.
  • Constantly monitor and report on progress of the project to his/her supervisor, WFP and other stakeholders
  • Organize and conduct joint multifunctional team monitoring visits.
  • Develop contingency plans with other agencies in the relevant clusters.
  • Monitor program implementation and ensure accurate, timely data collection.
  • Ensure linkages and integration of community mobilization activities and GFA project activities and FDPs field staff.
  • Responsible for the development of related projects in the form of draft project concept notes and draft proposals, budgets and budget narratives.
  • Maintain program files.
Qualifications, Experience, & Skills:
  • Bachelor’s degree in a discipline relevant to FSL (such as Agronomy, Rural Development, Agricultural Economics, or any related field).
  • Minimum of four years’ work experience in humanitarian or development contexts.
  • Minimum of two years’ work experience in an emergency setting.
  • Previous experience managing multi-year projects.
  • Experience implementing donor funded programs.
  • Very good interpersonal skills, particularly in networking, working with communities, local civil society, and local authorities.
  • Commitment to humanitarian principles and action, values and policies.
  • Fluent in oral and written Arabic and English.
  • Ability to work in a challenging environment, under high pressure and ability to cope with tight deadlines.
  • Ability to work both independently and collaboratively as part of a team.
  • Excellent computer knowledge and skills of using Microsoft Word, Outlook, Power point and Excel.
