Reports to : Food Security and Livelihood (FSL) Program Manager /Project Manager.

YFCA is a leading, Humanitarian, non-Governmental, non-Profit, non-denominational and impartial Organization established in 1976 to improve woman and child health. Dramatic changes in YFCA mandate were introduced gradually to accommodate the emerging needs of women, children, youth and vulnerable groups. From that Health perspective, YFCA programs incorporate wider thematic interventions including WASH, Shelter, and Nutrition, Food Security, Agriculture and Livelihood, Education, Early Recovery and Protection. To pursue its unchanging humanitarian mission, YFCA will thoughtfully continue its expansion process to respond to the ever-changing needs of affected communities and vulnerable groups.
Job Purpose:
The Governorate Coordinator is responsible for leading field-based implementation of GFA project activities, including supervising project & Distribution Points’ staffs, overseeing project implementation and management. He will identify project supplies needs and coordinate with Logistics team to put in place a procurements plan, ensuring M&E plan links to reporting requirements, and capacity build technical field staff in carrying out the work. The Governorate Coordinator will coordinate WFP project needs assessments, project planning, technical designs, coordinating with local partners and local authorities and preparing monthly and weekly & progress reports.

Key Responsibilities:
- Implement the necessary coordination with the local authorities on the governorate level.
- Putting a close eye on the implementation of WFP project’s interventions in the project area according to the organization strategy, as well as based on proposals, budgets and plans.
- Complete the activities within the specified timeframe and to acceptable levels of technical and project quality.
- Continuously monitor and supervise WFP project activities, overseeing the technical execution also evaluating progress through outputs and impacts using both quantitative and qualitative data.
- Ensure that the right target areas/villages and beneficiaries are selected based on WFP projects and the vulnerability criteria and technical needs assessment.
- Working together with the districts facilitators for monitoring the impact of the project, support decision making and promote learning through documentation of best practices and follow up of necessary adjustment.
- working with the MEAL Officer to analyse data from required assessments.
- Undertake regular field/onsite visits to ensure technical support to project staff and proper monitoring of the WFP project activities’ implementation in area of operation.
- Facilitate regular meetings to assist information sharing between project staff, to ensure all staff members are aware of current work plans and to provide the opportunity for feedback.
- Help the districts facilitators to prepare and monitor Distribution Points (FDPs).
- Working on Establishment transparent relationships with all partners and local authorities including identification of their priorities, concerns and managing expectations regarding WFP project interventions.
- Liaise with other organisations/entities engaged in similar activities in the governorate, including the government authorities, the FSAC and other relevant clusters, UN agencies or NGOs.
- Involve and inform communities and community leaders about WFP project activities.
Qualifications, Experience & Skills:

- Bachelor's degree in a related field.
- Previous experience working with an NGO with at least one year experience in the humanitarian work.
- Very good written skills, in English and Arab, including ability to prepare quality reports, formulate positions on sensitive issues and defend them before the authorities.
- Professional knowledge of word processing tools and spreadsheets (MS Office Word, Excel, PowerPoint…etc.).
- Excellent in communication skills in both English and Arabic.
- Proven ability to lead and work effectively with others to achieve results.
- Proven ability in conflict resolution.
- Strong leadership and ability to plan with good organizational skills, multi-task including.
- Prioritization and ability to work under pressure.
- Excellent coordination, reporting and presentation skills.
- Initiative and ability to follow up on issues.
- Excellent skills in monitoring implementation of program activities.
- Ability and willingness to travel regularly to field sites.
