Terms of Reference
 
Division          : Programs.
Location         : Hadhramaut.
Reports to      : Education Project Officer.

YFCA is a leading, Humanitarian, non-Governmental, non-profit, non-denominational and impartial Organization established in 1976 to improve women’s and child’s health.  Dramatic changes in YFCA mandate were introduced gradually to accommodate the emerging needs of women, children, youth and vulnerable groups.  From that Health perspective, YFCA programs incorporate wider thematic interventions including WASH, Shelter, and Nutrition, Food Security, Agriculture and Livelihood, Education, Early Recovery and Protection. To pursue its unchanging humanitarian mission, YFCA will thoughtfully continue its expansion process to respond to the ever-changing needs of affected communities and vulnerable groups.

Job Purpose:
The Field Engineer is responsible for supporting the technical team in implementing and rehabilitating the projects and providing technical training for beneficiaries. Also, supporting the identification, design, implementation, monitoring and reporting on the progress of school rehabilitation, and rehabilitation of WASH facilities in the sites of the assigned districts.  He/She is Responsible for day-to-day field management, supervision and provision of regular technical backstopping to the Education projects, in addition to the provision of needed technical support. 
Key Responsibilities:
  • Develop detailed bills of quantities (BoQ) and drawings for the construction/Rehabilitation works required at the targeted schools and WASH facilities in schools (water assets, and water networks systems), based on assessment and program requirements.
  • Develop the rehabilitation and construction project budget estimates.
  • Assess the WASH assets and facilities for rehabilitation requirements.
  • Assess the status of the school’s furniture/assets status to determine the needed items and quantity.
  • Draw up works tender documents and provide technical support to Bid Committees.
  • Supervise the construction/rehabilitation process, ensuring that it is completed within timelines and according to approved BoQs.
  • Ensure that variations are approved by the Project Officer advisor according to the organization’s procedures before giving work orders to the contractor.
  • Verify incoming materials are of the highest quality and from acceptable country of origin
  • Certify achievement of contractual milestones, and provide reports to WASH engineers to process payment to contractors.
  • Develop and implement safety standard checklists, ensuring children’s safety is central.
  • seek and obtain appropriate government sign-off on works at the critical stages; especially at the start and completion.
  • As appropriate, ensure that the contractor maintains proper inventory control systems of commodities/goods transactions.
  • Write and submit weekly activity reports and field visit reports at critical points of the construction/rehabilitation works.
  • Execute implementation of all activities as per the implementation plan, BOQs, drawings and specifications.
  • Maintain material records at construction sites and ensure the quality of all materials arrived on all sites.   
  • Monitor and supervise the technical activities and ensure effective implementation according to the project plan.
  • Identify project supplies needs, prepare requisitions and coordinate with the operation team to ensure materials arrive timely at the work site.
  • Ensure community participation in all activities.
  • Provide technical training of the committees and volunteers.
  • Conducting water quality analysis in the field locations, updating water quality reports, and proposing recommendations for the water treatment systems.
  • Validate the progress and quality of work of the contractors, and make the connection with the administration and logistics to ensure their payments are done well on time.
  • Supervise and provide technical support to water quality & hygiene promotion volunteers team while implementing the water quality and hygiene promotion activities.
  • As required, support emergency planning processes and response in regard to the activity.
Assessment and Project Design:  
  • Participates in technical assessments including needs, technical evaluations of schools’ assets/buildings, and WASH facilities.
 
Planning and Implementation:
  • Liaises with the project Officer to plan and implement the project’s activities in the field.
  • Suggest new methods and approaches in order to improve the quality of activities’ implementation in the field.
  • Works with and supervises partners, contractors, suppliers, construction workers, etc. on engineering aspects of the project and in consultation with the Project Offers.
  • Responds to and records beneficiary WASH technical/hardware feedback and complaints at the field level.
  • Prepares and shares with the supervisor weekly implementation plans.
 
 
Monitoring, Evaluation and Learning:
  • Monitor and report on the school rehabilitation activities in the field, ensuring compliance with plans and the organization’s standards.
  • Report all gender and protection-related concerns to the Project Officer or the gender focal persons.
  • Prepares and shares all relevant field reports and documents as required.
  • Monitor project’s outcomes acceptance and beneficiary satisfaction
  • Explore opportunities and share the potential for expansion of the project.
 
 
Coordination and Representation:
  • Works with the Project Officer to mobilize communities and community leaders for the building materials, construction, provision and maintenance.
  • Engaged in the formation of community committees and water management.
  • Organize and coordinate meetings on construction-related issues when required.
  • Support in communication with the district and local authorities about construction, land and site assessment.
  • To represent the organization in Education Cluster meetings, and other events as required.
 
Training, Capacity Building and Other Duties:
  • Participate and lead in developing training material for community-based project construction, monitoring and maintenance.
  • Provide technical support and training to community volunteers, members of committees, and governmental staff.
 
Qualifications, Experience, and Competencies:
 
  • Bachelor’s degree in Civil Engineering or any related field.
  • 2+ years relevant experience in the same field.
  • Experience in preparing various engineering reports.
  • Knowledge and understanding of construction management.
  • Thinking both creatively and logically to resolve design and development problems.
  • Ability to explain design ideas and plans clearly.
  • Willing and capable of adopting a questioning attitude.
  • Experience or knowledge of working and living in relevant regions/contexts.
