Project Manager - Sana'a

Division               : Programs.
Location               : Sana’a with frequent visits to Marib- AL-jawf.
Reports to           : Shelter& WASH Program Manager
 

Organization & Background:

A humanitarian, independent, non-profit, non-governmental organization that works across Yemen. The organization provides direct assistance for conflict-affected populations, IDPs, host communities and vulnerable groups in the conflict areas. The organization, in partnership with international agencies, takes action during crisis situations in order to alleviate the sufferings of the most vulnerable groups. The organization promotes durable solutions for conflict-affected populations and helps to restore services, education, economic, wellbeing and health.
 

Scope:
 
The project manager would be responsible for overseeing the planning, design, implementation, and evaluation of flood response initiatives to pursue resource mobilization opportunities aligned to interventions and capacities of the organization in humanitarian and development sectors. To provide technical leadership and quality control in the management, design, implementation, monitoring and evaluation of concerned projects.  
 
Responsibilities:
  • Oversee/conduct rapid and need assessments to determine priority activities and allocate the corresponding resources.
  • Ensures timely reports to donors, further resource mobilization and development of project proposals.
  • Develop and implement flood response plans: The project manager is responsible for developing comprehensive flood response plans that account for potential risks and vulnerabilities. This includes identifying vulnerable areas, assessing the potential impact of flooding, and developing strategies to mitigate those risks.
  • The project manager must manage the resources needed to respond to a flood event effectively. This includes coordinating the deployment of emergency personnel, equipment, and supplies, as well as managing budgets and timelines.
  • Manage project budget in coordination with a finance team and donor technical focal point.
  • Conduct regular visits to the service provision sites to closely assess the performance, evaluate the adherence to the endorsed quality standards (i.e., sphere project, and the national guidelines), and extrapolate recommendations to the concerned project team.
  • Supports preparation and organization of procurement processes including RfQ, RfP, and receipt of quotations, bids, or proposals.
  • Maintain the quality of the project deliverables by ensuring the application of an effective risk management plan, securing the compliance prerequisites, and responding to the monitoring findings & recommendations.
  • Develop weekly and monthly work plans to achieve the program’s expected results.
  • Participate in regular meetings with the donor, the other partners and concerned stakeholders. 
  • Provide direction and support to project team.
  • Daily follow-up on the implementation of project activities.
  • Monitor progress on project activity, results, and indicators
  • Manage, guide and supervise the project staff.
  • Supervise the development and distribution of culturally appropriate IEC materials to address a wide variety of health issues.
  • Maintain a regular supply of the targeted health facilities with the required consumables.
  • Any additional duties as requested by the supervisor.
Technical Support
  • Assist the logistics department in the procurement of non-food items, repair maintenance kits, sandbags, Camp rehabilitation materials and wash rehabilitation materials.
  • Provide regular supervision of camp maintenance, latrines, and Wash rehabilitation and program activities, as well as timely implementation and reaching targets in accordance with program objectives.
  • Organize and conduct joint multifunctional team monitoring visits;
  • Monitor program implementation and ensure accurate, timely data collection;
  • Ensure linkages and integration of community mobilization activities.
  • Maintain program files.
Human Resources
  • Organize the structure of the team in line with budget limitations, standardized positions, and implementation strategy.
  • Coordinate with HR department in the development of TOR, advertising of jobs, pre-selection of candidates, tests and interviews.
  • Ensures the development of the staff through proactive and continuous improvement of staff capacities and team dynamics through mentoring, coaching, training and appraisal
  • Day-to-day management of staff: leave requests, planning, etc.
Logistics​​​​​​​
  • Procurement: organize the procurement planning process, launch procurements through clean, timely and accurate order forms, and follow up with logistics for the ongoing procurements.
  • Quality control: participate in the quality checking of all samples at the selection and delivery stages and provide timely and accurate feedback to the Logistic department.
  • Stock: follow up the project stocks in coordination with the Logistic department and the Field Coordinators: monitor current, upcoming, distributed, required and final remaining stock.
  • Fleet: contributes to the effective fleet management in coordination with the logistic department through accurate and timely planning of vehicle requests.
  • Assets: ensure the availability of the required assets for the team including communication means and control.
 
Finance​​​​​​​
  • Budget management: initial and regular (monthly) forecasting of costs and crosscheck expenditures, taking into consideration potential delays. Timely and accurate requests for cash in coordination with the Finance department.
  • Budget development: participate in the development on new project budget through the provision of expert programmatic advice related to contextual knowledge in coordination with the project development department.
Qualifications, Experience and Skills:
  • Bachelor’s degree in Civil Engineering. 
  • At least 4 years work experience in a relevant field.
  • Fluent in both written and spoken English and Arabic.
  • Excellent team management skills.
  • Ability to plan and deliver results in the field and ability to develop team.
  • Ability to communicate effectively with the community, supervisors and colleagues.
  • Trustworthy and able to manage resources effectively.
  • Excellent computer skills.
  • Knowledge of monitoring and evaluation tools.
  • Commitment to the aims and Humanitarian principles with respect and dignity, while working towards protecting beneficiaries.
  • Understanding of the social, political and economic context of the Country.
  • Ability to think independently and problem solve.
  • Strong planning organizational skills, ability to multi-task and meet deadlines.
  • Honest, hardworking and committed to community development.
  • Ability to write reports in both English and Arabic language professionally.
  • Be a team player and ready to collaborate with others in positive manner.
