YFCA is a leading, Humanitarian, non-Governmental, non-Profit, non-denominational and impartial Organization established in 1976 to improve woman and child health.  Dramatic changes in YFCA mandate were introduced gradually to accommodate the emerging needs of women, children, youth and vulnerable groups.  From that Health perspective, YFCA programs incorporate wider thematic interventions including WASH, Shelter, and Nutrition, Food Security, Agriculture and Livelihood, Education, Early Recovery and Protection. To pursue its unchanging humanitarian mission, YFCA will thoughtfully continue its expansion process to respond to the ever-changing needs of affected communities and vulnerable groups.
 
Job Purpose:
This position reports to the MEAL Manager and is mainly responsible for providing technical support in all areas of monitoring and evaluation including rigorous field monitoring, data collection, analysis, assessments, surveys, accountability and learning activities. The position holder will work closely with the program team in conducting field monitoring, support capacity-building initiatives, and facilitate the collection of quality data. S/he will also provide ongoing support in reviewing and preparing progress reports. The person will also be responsible for promoting reflective practices at the field level through organizing learning sessions. The incumbent is also responsible for implementing the organization’s Complaint, Feedback, and Response mechanism; tracking/collecting of beneficiaries' information, conducting regular post-distribution monitoring surveys, and collection of human-interest stories. S/he is also responsible for data/information management such as beneficiaries’ database as well as program data.

Key Responsibilities:
Monitoring and Data Management:
  • Work in designing and develop the project MEAL plan and circulate the framework with the concerned project team.
  • Working closely with the MEAL Manager and MEAL associate to establish a mechanism for data collection tools (quantitative and qualitative) and reporting to ensure all monitoring requirements are met, including field monitoring.
  • Conduct regular field visits to closely assess the performance in the field, the quality of the provided services and collect any comments, feedbacks from the beneficiaries.
  • Conducting data quality assessments on key activities and developing analytical reports.
  • Work closely with the MEAL Manager, Project Manager and program staff to ensure data on project deliverables and achievements against the log-frame is as accurate and up to date as possible, and managed according to agreed processes and standards.
  • Conduct review meeting with the project team, program managers and MEAL focal points to demonstrate   
  • Collaborate with field office staff and implementing team on qualitative monitoring to provide relevant information for ongoing evaluation of project activities.
  • Collate, analyse, manage and report all program related data, including on-line beneficiaries’ database.
  • Conduct monthly market monitoring and share the report timely.
  • Participate and supervise the distribution of CHKs, BHKs, ceramic filters, jerry cans, and any other related activities.
  • Participate in the verification, registration, of beneficiaries of WASH assistance including the distribution of different hygiene kits, ceramic filters, etc.
  • Prepare all finalized beneficiaries distribution list and participate in the distribution of different hygiene kits and CASH assistance or any other related activity.
Assessment, Surveys, and Learning:
  • Regularly collect case studies, success stories, and human-interest stories that tell an interactive story of the development impact of project activities
  • Regularly conduct/analyse/report Post Distribution Monitoring and KAP surveys
  • Guide the regular sharing of the outputs of MEAL findings with project staff, donors, clusters, and primary stakeholders
  • Support the dissemination of quality data for decision making and feedback via regular information sharing with stakeholders and beneficiaries, and through publication of key project successes.
  • Compiling and analysing collected data in order to identify lessons learned and any gaps or problems; sharing results in project reflection meetings and reporting any concerns to the appropriate program.
  • Keeps up to date with developments in the sector, including best practice examples in-country and internationally, and ensure ongoing personal development and learning.
 
Reporting and Accountability:
  • Assist the MEAL Manager and/or the Project Manager to conceptualize, write, and consolidate progress reports, as well as briefing documents and other publications relating to the organization’s project implementation.
  • Support the Program team in the quarterly, interim, and final narrative reporting, ensuring that the reporting meets donor expectations and requirements.
  • Identification and formulation of lessons learned from evaluations and studies to be integrates into the final report
  • Participate in annual project reviews and planning workshops and prepare relevant reports;
 
Capacity building:
  • Conduct capacity assessment of the organization’s staffs in monitoring and evaluation
  • Organize and conduct of results-oriented monitoring and evaluation trainings (including quantitative and qualitative data collection methods) for the project staff.
  • Build the capacity of MEAL and program staffs on different aspects on MEAL including database management and impact assessment.
  • Undertake any other duties which may be assigned.
 
Qualifications, Skills, and Experience
  • Bachelor Degree in Engineering, Social Sciences, Humanitarian and/or Development Studies, or relevant field. Bachelor Degree in Civil Engineering is preferred.
  • Minimum 2 years of relevant experience within the humanitarian field.
  • Very good in English written and verbal.
  • Experience in working in complex and volatile contexts, including traveling within governate of responsibility.
  • Demonstrated knowledge of conducting qualitative and quantitative data collection, including mobile data collection (e.g., Kobo Toolbox).
  • Strong computer skills (MS Word, MS Excel, MS Access, MS Power Point, MS Project, SPSS).
  • Excellent inter-personal, communication and listening skills.
  • Ability to work with people from various cultural groups and background.
  • Strong planning and organizational skills.
  • Attention to details and rigor in field and reporting work.
