Field Shelter Engineer

Organization & Background:
YFCA is a leading, Humanitarian, non-Governmental, non-Profit, non-denominational and impartial Organization established in 1976 to improve woman and child health.  Dramatic changes in YFCA mandate were introduced gradually to accommodate the emerging needs of women, children, youth and vulnerable groups.  From that Health perspective, YFCA programs incorporate wider thematic interventions including WASH, Shelter, and Nutrition, Food Security, Agriculture and Livelihood, Education, Early Recovery and Protection. To pursue its unchanging humanitarian mission, YFCA will thoughtfully continue its expansion process to respond to the ever-changing needs of affected communities and vulnerable groups.
 
Job Purpose:
As a Field Shelter Engineer, he will be responsible for working closely with the Engineers, and other team members to plan the construction project. he will also be responsible for overseeing the construction progress.
As an ideal candidate, he should be excellent at managing the team members. he should also have good communication skills and the ability to work for long periods of time. In addition to this, prior work experience as a Field Engineer will be an added benefit for the candidate.

Key Responsibilities:
  • Participate in a field-level needs assessment/survey/data collection of proposed community shelter rehabilitation projects; develop a comprehensive bill of quantities (BOQs); prepare a detailed report of assessment/survey findings.
  • In collaboration with Project Coordinator, conduct door to door visits to potential beneficiary household sites and correctly fill project related technical forms and questionnaires.
  • Contribute to the procurement of shelter materials (prepare materials specifications, BOQs, technical guidelines, etc.…) in coordination with the logistics department and under the supervision of the shelter/NFI manager.
  • Prepare IEC materials relevant for shelter/NFI awareness and the appropriate use of items to be distributed in the response phase.
  • Ensure appropriate beneficiary communication and accountability by delivering effective IEC (Information, Education and Communication) materials before, during and after distributions, including supporting the established complaint mechanisms; conduct demonstration and awareness sessions on the appropriate use of emergency shelter kits and NFIs at distribution events.
  • Supervise and monitor beneficiary work, works carried out by Daily/Incentive and/or repairs done by the beneficiaries themselves through cash for shelter rehabilitation modality.
  • Ensure the beneficiary follows the BOQ and contract agreed upon and provide quality work in a timely manner regarding the rehabilitation work.
  • Provide assessments and BOQ regarding rehabilitation work when requested.
  • Ensure timely and efficient monitoring and evaluation of project activities.
  • Respond to any project beneficiary information requests and complaints in regard to technical aspects of implementation directed by Field Coordinator and M&E unit.
  • Be responsible for the management of beneficiaries and for ensuring that all beneficiaries are comprehensively briefed on the objective, expected output and overall implementation strategy of any given activity.
  • Responsible for overseeing the delivery of agreed outputs and for quality of the shelter activities being implemented.
  • Conduct frequent field visits to check progress in the field, and to maintain a rapport with beneficiaries, owners and local authorities.
  • Ensures quality and proper storage of documentation related to project activities.
  • Provide technical assistance and support to project and partner staff as required.
  • Submit necessary field reports to the Shelter Program Manager (weekly and monthly reports, distribution reports, meetings minutes etc.).
  • Perform any other task assigned by the Project manager to support and improve the project/mission.
  • Regular visits to field areas to supervise all sites and ensuring quality implementation of all activities at all sites.
  • Develop and implement safety standard checklists ensuring that labours’ safety is central.
  • Seek and obtain appropriate government sign-off on works at the critical stages; especially at the start and completion.
  • As appropriate, ensure that the contractor maintains proper inventory control systems of commodities/goods transactions.
  • Write and submit weekly activity reports and filed visit reports at critical points of the construction/rehabilitation works.
  • Execute implementation of all shelter infrastructure activities as per implementation plan, BOQs, drawings and specifications.
  • Maintain material record at construction sites and ensure quality of all material arrived on all sites.
  • Identify project supplies needs prepare requisitions and coordinate with operation team to ensure materials arrive timely to work site.
  • Technical Training of committees and volunteers.
  • Validate the progress and quality of work of the contractors, and make the connection with the administration and logistics to ensure their payments are done well on time.
  • As required, support emergency planning processes and response in regards to shelter or any other needed tasks.
 
Assessment and Project Design:
  • Participates in shelter engineering assessments including needs, technical evaluations sites.
  • Carries out shelter engineering/hardware data collection as required.
  • Participate in the assessment and selection of all sites.
 
Planning and Implementation:
  • Liaises with the project manager to plan and implement activities in the field.
  • Suggest new methods and approaches in order to improve the quality of the activities in the field.
  • Works with and supervises partners, contractors, suppliers, construction workers etc. on engineering aspects of the activities.
  • In consultation with the project manager offers shelter related technical oversight for the shelter program at field level.
  • Responds to and records beneficiary and shelter technical/hardware feedback and complaints at field level.
  • Prepares and shares with the supervisor weekly implementation plans.
 
Monitoring, Evaluation, Accountability and Learning:
  • Monitor and report on the shelter activities in the field ensuring there is compliance with plans and the organization’s standards and cluster guidelines.
  • Report all gender and protection related concerns to the shelter engineer or the gender focal persons.
  • Prepares and shares all relevant shelter engineering field reports and documents as required.
  • Ensure that shelter infrastructure construction and rehabilitation works are carried out according to BOQs, drawings, quality standards established by the organization through quality checklists.
 
Coordination and Representation:
  • Works to mobilize communities and community leaders for the selecting of sites, building materials, construction activities and maintenance of shelter structures.
  • Engaged in formation of community committees and sites management.
  • Organize and coordinate meetings on construction related issues when required.
  • Support shelter team in communication with district and local authorities about construction, land and site assessment.
 
Training, Capacity Building and Other Duties:
  • Participate and lead in developing training material for community-based project construction, monitoring and maintenance.
  • Conduct sessions with the project technical staff to discuss construction needs, community participation and to ensure quality construction work.
  • Provide technical support and training of community volunteers, members of shelter committees, labours, beneficiaries, governmental staff on how to use and maintain the sites.
 
Qualifications & Experiences:
  • Bachelor degree in Civil Engineering.
  • 4 years’ relevant experience in same field.
  • Experience at preparing various engineering reports.
  • Knowledge and understanding of construction management.
  • Experience in preparing Bill of Quantity (BOQ) and budgets.
  • 2-3 years of experience in field-related activities, specially, in the field of cash/food for work in the rural areas.
  • Experience in working with shelter projects in a humanitarian/recovery context.
  • Thinking both creatively and logically to resolve design and development problems.
  • Ability to explain design ideas and plans clearly.
  • Willing and capable of adopting a questioning attitude.
  • Good level of English language both spoken and writing.
  • Experience or knowledge of working and living in relevant regions/contexts.
  • NGO or humanitarian work experience.
