Division           : Programs.
Location           : Sana’a.
Reports to        : WASH Programme Manager Shelter & Protection Programme Manager.

YFCA is a leading, Humanitarian, non-Governmental, non-Profit, non-denominational and impartial Organization established in 1976 to improve woman and child health.  Dramatic changes in YFCA mandate were introduced gradually to accommodate the emerging needs of women, children, youth and vulnerable groups.  From that Health perspective, YFCA programs incorporate wider thematic interventions including WASH, Shelter, and Nutrition, Food Security, Agriculture and Livelihood, Education, Early Recovery, and Protection. To pursue its unchanging humanitarian mission, YFCA will thoughtfully continue its expansion process to respond to the ever-changing needs of affected communities and vulnerable groups.
 
Role Purpose:
He/she will provide technical leadership and quality control in the management, design, implementation, monitoring, and evaluation of the project.  

Key Responsibilities:
  • Leading the project staff members and defining the tasks according to the project organogram.
  • submitting implementation plan for the project and bounded with a specific time.
  • following up on the project technically and administratively and following up with the whole team and stakeholders.
  • Holding periodic meetings with the team members to evaluate the performance on the ground and solve the problems.
  • observing the submission of the weekly report through continuous observation.
  • Updating the timetable periodically in all the project aspects and handling any deviations.
  • Maintain open lines of communication with all field staff.
  • Working effectively as a team member and solving staff problems whenever occur.
  • To ensure that all project activities are delivered on time, within the scope, and within budget.
  • To work with the M&E Manager to implement monitoring and evaluation plans for the project, and facilitate monitoring and review of the project with staff to assess outcomes and capture lessons learned.
  • To work on Narrative reports and monitor the project activities’ progress to ensure that all reports of the project are updated and shared with the donor.
  • To assist in the compilation of data for weekly, bi-weekly reports, and quarterly reports with the M&E Officer and technical unit.
  • To supervise and direct the field officers with frequent visits to the field according to the work needs.
  • To assist in the definition of project scope and objectives, involving all relevant stakeholders and ensuring technical feasibility.
  • To develop comprehensive project plans to be shared with the Programme Manager as well as Donor.
  • To develop and ensure appropriate tools and strategies to monitor the progress and quality and impact of the project and its implementation.
  • To manage changes to the project scope, project schedule, and project costs using appropriate verification techniques.
  • To measure project performance using appropriate tools and techniques.
  • To track project performance, specifically to analyze the successful completion of short and long-term goals.
  • To build good relations with the donor, partners, and local authority.
  • To perform risk management to minimize project risks.
  • To delegate project tasks based on junior staff members’ individual strengths, skill sets, and experience levels.
  • To meet budgetary objectives and make adjustments to project constraints based on financial analysis.
  • To ensure that monthly, quarterly, semi-annual, annual and financial reports are prepared and in place and documented in time aligning with project design and donor requirements.
  • To facilitate for building capacity of the Project Team.
  • To work with field teams and logistics to procure project supplies within project budgets.
  • To liaise closely with local authorities, and donor and partner agencies to ensure project compliance with donor policies and regulations and complementary with other agencies' efforts.
  • To support and maintain profitable communication and cooperation with local partners, agencies, NGOs, and government institutions including Clusters, UN agencies, INGOs, and MOPIC to assist in preparing summary briefs, updates, and summaries for projects on a regular basis.
  • Ensure beneficiaries’ selection process and criteria are applied prior to distributions.
  • Ensure that the monitoring framework within the project is implemented, including baseline data, secondary data, reviews, donor reporting, KAP survey, and internal/external evaluations.
  • Conduct routine field support visits for the purposes of supporting program management in accordance with internal procedures, good practice, maximizing impact, and encouraging learning.
  • Any other related tasks as assigned by the supervisor.
Technical Support:
  • Assist the logistics department in the procurement of WASH and Shelter equipment by providing specifications for requested items.
  • Provide regular supervision of supported facilities including data collection/records of beneficiaries and project activities, as well as timely implementation and reaching targets according to the project objectives.
  • Constantly monitor and report on the progress of the project to his/her supervisor, Donor’s WASH Shelter officer, and other stakeholders.
  • Organize and conduct joint multifunctional team monitoring visits.
  • Monitor project implementation and ensure accurate, timely data collection.
  • Responsible for the development of related projects in the form of draft project concept notes and draft proposals, budgets, and budget narratives.
  • Supervision of archiving project files.
Qualifications, Experience and Skills;
  • Bachelor’s degree in Civil Engineering. 
  • At least 4 years work experience in a relevant field.
  • Fluent in both written and spoken English and Arabic.
  • Excellent team management skills.
  • Ability to plan and deliver results in the field and ability to develop team.
  • Ability to communicate effectively with the community, supervisors and colleagues.
  • Trustworthy and able to manage resources effectively.
  • Excellent computer skills.
  • Knowledge of monitoring and evaluation tools.
  • Commitment to the aims and Humanitarian principles with respect and dignity, while working towards protecting beneficiaries.
  • Understanding of the social, political and economic context of the Country.
  • Ability to think independently and problem solve.
  • Strong planning organizational skills, ability to multi-task and meet deadlines.
  • Honest, hardworking and committed to community development.
  • Ability to write reports in both English and Arabic language professionally.
  • Be a team player and ready to collaborate with others in positive manner.
