Job Purpose:
The Field Engineer will be responsible for the identification, design, implementation, monitoring and reporting on the Progress of Community construction and rehabilitation projects in the assigned districts. S/he is responsible for day-to-day field management, supervision and provision of regular technical backstopping to WASH, Shelter and Community projects.

Job Purpose:
The Field Engineer will be responsible for the identification, design, implementation, monitoring and reporting on the Progress of Community construction and rehabilitation projects in the assigned districts. S/he is responsible for day-to-day field management, supervision and provision of regular technical backstopping to WASH, Shelter and Community projects.
Key Responsabilités :
- Prepare planning and support any shelter, and physical infrastructure needs assessment in IDP sites;
- Prepare planning and support any water and sanitation needs assessment, available resources, and the capacity of existing systems in IDP sites;
- Conduct consultation with community representatives (including women) – in collaboration with CCCM teams – during assessment.
- Maintain an appropriate plan of intervention is in place for each site, designed with CCCM team as part of an integrated site approach, and well communicated to the community;
- In collaboration with Area Coordinator, conduct door to door visits to potential beneficiary household sites and correctly fill project related technical forms and questionnaires.
- Ensure accessible and safe designs and site planning including in WASH facilities. Facilities should be accessible for persons with limited mobility, and considered safe and accessible by women, elderly, and vulnerable persons, with appropriate public lighting installed or available at household level. Latrines must be gender-separated, well-lit, and lockable ;
- Support the preparation of technical drawings, specification lists, and Bills of Quantities for rehabilitation and installations.
- Conduct regular monitoring and maintenance of Shelter and Infrastructure situation in the sites, in collaboration with CCCM team, as needed;
- Input to ongoing site monitoring of service standards and site safety audits conducted by CCCM teams and/or protection partners, and implement recommendations.
- Ensure close coordination with WASH and Shelter stakeholders and public institutions;
- Participate and facilitate, if required, relevant coordination platforms that may include coordination meetings and bilateral follow ups in governorate level;
- Ensure management and regular updates of relevant to the project activities information and support the CCCM team to update service mapping in a governorate level;
- Liaison and coordination with local authorities, host community leadership, and IDP leadership, with support of Program Project Manager, Shelter and WASH engineer / Liaison department, to obtain necessary permissions.
- Ensure proper and timely communication with project manager for project implementation needs through weekly reports or ad hoc requests if needed;
- Support the development of Bill of Quantities for works, in coordination with the project manager & logistic specialist
- Facilitate development of movement plan in coordination with the project manager
- Consider gender, protection, and GBV concerns in all aspects of activities;
- Promote and adhere to YFCA’s Prevention of Sexual Exploitation and Abuse (PSEA) policies, and any codes of conduct in place in IDP sites.
- Be responsible for the management of beneficiaries and for ensuring that all beneficiaries are comprehensively briefed on the objective, expected output and overall implementation strategy of any given activity
- Submit necessary field reports to the project Manager (weekly and monthly reports, distribution reports, meetings minutes etc.).
- Perform any other task assigned by the Field WASH & Shelter Engineer to support and improve the project/mission.
Qualifications, Skills & Experience:
- University Degree in civil engineering or other related field.
- 1 year of increasingly responsible professional experience in developmental and humanitarian response programming and cluster approach.
- Demonstrable experience in fundraising and donor relations
- Field experience is a strong asset.
- Experience in the development of emergency water Supply, hygiene promotion and Sanitation.
- Self-management/emotional intelligence, confidence and ability in speaking in public forums and events
- Fluent written and spoken English and Arabic with the ability to translate complex material and data into clear and concise materials and reports.
- Excellent negotiation and presentational skills and the ability to communicate effectively at all levels.
- Knowledge of computer applications i.e. Microsoft word, Excel, communications systems.
- Knowledge of Engineering Software programmes like AutoCAD, Water CAD etc
- Demonstrated experience mobilizing resources for humanitarian assistance.
- Ability to work independently with minimal supervision.
- Proven ability to work as part of a team under pressure.
- Proven ability to deliver against targets and meeting deadlines within a short time frame.
- Proven skills in assessment methodology design and questionnaire design.
- Experience in primary and secondary data collection techniques.
