M&E Assistant
Terms of Reference
 
Division           : MEAL.
Location           : Al-Jawf.
Reports to        : MEAL Specialist.
 
 
Job Purpose:
The M&E Assistant will support the Health, WASH, Education, and Shelter program management in the design, development and executing the MEAL framework for the organization’s programmes. He/she will be traveling to field sites and will work closely with programme team in field sites and program implementation geographical areas to assist in following up M&E indicators.
 
He/she will also support the program management in fulfilling the programmes responsibilities and be engaged in verifying the project deliverable and assessing the capability of achieving the benefits defined in programmes to provide recommendations towards the achievement of the overall programme targets and needs.
 
Key Responsibilities:
 
Projects Implementation and Monitoring:

  • Participate in strengthening existing M&E system for Health, WASH, Education, and Shelter programs within the organization.
  • Together with project staffs, develop project implementation and monitoring matrix as per project/s log-frame/s to ensure all projects activities are implemented in timely manner.
  • Conduct regular field visits to closely assess the performance in the field, the quality of the provided services, and collect any comments, feedback from the beneficiaries.
  • Monitor, evaluate and suggest changes and improvements in the project and materials based on observations and discussions with the management team and stakeholders
  • Monitor targets and actual performance of projects and assist analysis of the data and information to review the Program’s progress.
  • Provide support to programme managers in the development and implementation of monitoring tools, which will include, but not be limited to, data collection, analysis and reporting on program indicators.
  • Participating in and/or leading Health, WASH, Education, and Shelter assessments and monitoring activities as required in the areas of operation.
  • Assist in following up Indicators in the program charter of all programs and notifies the MEAL Specialist if there is underachieved Indicators, and following up monitoring activities are being performed according to program schedule.
  • Assist the program teams in strengthening the accountability mechanisms; this includes documenting and (monitoring) follow-up on feedback and complaints of beneficiaries and the generation of regular analysis and reports.
  • Participate in the verification of beneficiaries of WASH, health, and shelter assistance including the distribution of different hygiene kits, NFIs, etc.
  • Participate in data collection for different types of assessments (Need assessments, baseline/end-line surveys, ODM, PDMs, KAP studies…etc.) and ensure all of the data enumerators are well trained on the tools used.
  • Any other related tasks as assigned by the supervisor.
 
 
 
 
 
 
Reporting and Data Management:
 
  • Organize, design, plan, and carry out the collection, verification, evaluation, analysis, compilation, and dissemination of program data.
  • Compiling and analysing collected data in order to identify lessons learned and any gaps or problems; sharing results in project reflection meetings and reporting any concerns to the appropriate program.
  • Ensure timely submission and preparation of the organization and other donor reports with support from other appropriate project staffs.
  • Support in preparing bi-weekly, monthly, quarterly, semi-annual and annual programmatic performance reports.
  • Assist the MEAL specialist, write, and consolidate progress reports, as well as briefing documents and other publications relating to the organization’s implementation.
  • Keeps track of beneficiary numbers according to programs indicators, to be submitted at the end of every month.
  • Maintain proper filing systems and storage of all project documents, reports and other relevant technical materials (both hard and soft copies)
  • Ensuring accuracy of entered data and comparing it with the existing filing system to ensure all records are consistent and aligned.
  • Transfer qualitative data provided on surveys and forms into numeric information/ quantitative data when required and if needed.
  • Any other related tasks as assigned by the supervisor.
